Regulatory library
Import the curated JFSC AML/CFT/CPF obligation set. Each obligation is anchored to a regulator URL and a SHA-256 of the verbatim source text, so coverage claims can be defended back to a fixed paragraph. Idempotent — re-running updates only what changed and deprecates the legacy SEED- AML rows.
